Husband has outstanding school loan debt, IRS withheld refund last year, how can I avoid this happening again?

Hello, my husband and I filed taxes jointly for the first time last year. To my surprise, all my refund was witheld because he had a school loan he never repaid, IRS intersected our check. I am afraid this year it will happen again. Can I still get the refund if filling jointly? Will I get my refund if filling married but not jointly? How about the new regulation, will I get the promised $1200 or will I be denied this as well? Please advise. Thank you.
